Challenges in Cyber M&S – a Navy Cyber

Abstract
There is no common definition of Cyber across government, academia, and industry. This necessitated the Navy Cyber Warfare Development Group (NCWDG) definition: "Spectrum, Protocol, and Content" to broaden and bound the problem for efforts directed under their R&D cognizance. Further, the merging of Electro-Magnetic Spectrum (EMS) and Cyber disciplines creates the need to develop a common framework to join previously disparate M&S communities. This convergence impacts technical language, performance metrics, and modeling tools. Simulation boundary conditions must all be re-examined. For example, how do we effectively merge software tools such as OPNET, MATLAB/SIMULINK, STK, etc. to combine motion, propagation, protocol, and network behavior into a common end-to-end solution? NCWDG is investigating techniques to integrate non-kinetic M&S approaches and results into traditional kinetic Navy M&S by examining both complementary and alternative uses of Cyber versus kinetic solutions while simultaneously including a human perception component.
